Samaná, Dominican Republic. The Dominican Republic welcomed 11 aircraft with more than 20 passengers on board to Prof. Juan Bosch International Airport “El Catey” as part of the “Caribbean Air Rally” Fly-In event.

Each Fly-In contributes to boosting the economy of the provinces where they land, as it attracts high-spending tourists. Currently, the country receives approximately 15 Fly-In flights per year.

The aircraft and their crews were greeted on the tarmac by the Director of the Airport Department (DA), Víctor Pichardo, along with a delegation of officials from the institution, to welcome them to the country.

“We are thrilled to welcome Caribbean Air Rally 2026, in honor of the late Catherine Tobenas, a champion of general aviation and a lifelong ally of the Dominican Republic,” said Pichardo, after acknowledging the growth of private aviation in the country.

He emphasized that this recreational aviation initiative is part of the institutional efforts to promote non-commercial private aviation, with the support of the President of the Republic, Luis Abinader, “who approved the protocol for its promotion and strengthening, and today we are enjoying the results, such as the growth of these types of activities that boost the economy of each province they visit.”

Meanwhile, Camil Dumont, president of Air Rally and coordinator of the visiting team, appreciated the reception from the authorities and highlighted the improvement the country has shown in general aviation, especially since 2020.

“Since 2020, the situation has changed for the better, and I think that’s due to the people,” Dumont stated, adding that they have been making trips to the Caribbean for twenty-four years and will celebrate their 25th anniversary in the country, given its strategic location for traveling to other destinations.

The aircraft originally departed from Fort Lauderdale, in southern Florida, USA, for a tour of the Caribbean. Beginning their first stop in the Turks and Caicos Islands, where they stayed for three days, they will then depart from the Dominican Republic for Nevis, located in the Windward Islands.

The visitors will be in the Dominican Republic for three days.

For the first time, the country is participating with a stand at NBAA 2025, the leading executive private aviation trade show in the United States.

Las Vegas, USA—The Dominican Republic continues to take important steps toward becoming the leading hub for executive private aviation, which encompasses high-net-worth tourism.

This was announced by the executive director of the Airport Department (DA), Víctor Pichardo, at the Business Aviation Convention & Exhibition (NBAA) 2025, where the country is participating with a stand for the first time.

Pichardo also indicated that this has been possible thanks to the support that President Luis Abinader’s administration has given to the sector, implementing the necessary measures through the creation of the Protocol for Non-Commercial Private Aviation, established by decree.

“In these five years of government, today we can assure you that we are on the right path to achieving our goal of becoming a hub for executive private aviation, attracting more and more aircraft in this sector, which brings significant economic benefits to our tourism industry,” Pichardo stated.

Dominican-based companies, such as Grupo Punta Cana, Panorama Jets, and Universal Aviation RD, also participated in the fair, showcasing the services they offer in the country.

The Protocol for Non-Commercial Private Aviation is an instrument that establishes the procedure for the reception and departure of private aircraft in the Dominican Republic, with the aim of facilitating this sector.

In this regard, the president of Universal Aviation International, Greg Evans, praised the country’s growth in this area and congratulated the authorities for demonstrating their merits by participating in these types of events.

The Business Aviation Convention & Exhibition (NBAA) is the largest annual business aviation convention and exhibition in the United States, bringing together approximately 1,100 aviation companies and more than 27,000 visitors each year.

DA Director Víctor Pichardo indicates that the project is progressing according to the established schedule for the terminal’s construction.

The Airport Department (DA) announced today the start of paving work on the runway at El Granero del Sur Domestic Airport in San Juan province, as established in the construction schedule.

The agency explains that the process began more than a week ago, with the first step, liquid asphalt or primer.

“We are working tirelessly, but complying with the due process so that this important airport in San Juan province can be operational in a short time,” said Víctor Pichardo, executive director of the DA.

However, he noted that in recent days, San Juan has received significant rainfall, which has hampered progress. Work has been required to stabilize some affected areas with cement, before continuing the process with the runway, taxiway, and parking apron.

After the asphalt primer, used to create a waterproof layer and improve adhesion between the road surface and the asphalt tread layer, the tread layer will be laid, and in a final stage, signage and lighting, among other features, will be added.

Meanwhile, the gray structure that will house the airport terminal is ready for the mezzanine to be poured.

Likewise, progress is also being made on the construction of the barracks where the Air Force will operate.

Panama. – The Department of Airports (DA) and the United States Federal Aviation Administration (FAA) began collaborating to establish improvements that will optimize airport operations in the country.

It was highlighted that this is the first time that this type of presentation of FAA airport procedures has been made to a country, in addition to the fact that more than four million North American passengers travel to the country each year.


During a meeting led by DA Director Víctor Pichardo and FAA Director for the Western Hemisphere, Melvin Cintrón, several key points were identified to be addressed within the framework of cooperation, including the creation of a National Airports Program to monitor improvements and implement technologies.

Also, the creation of infrastructure for advanced mobility, green airports; wildlife control at new airports, such as Cabo Rojo International Airport in Pedernales and El Granero del Sur domestic airport in San Juan; as well as cooperation in training airport inspection personnel.

In the framework of the meeting, held at the FAA offices, located at the U.S. Embassy in Panama, Víctor Pichardo highlighted the Dominican government’s interest in being at the forefront of international best practices for the National Airport System.

“This also serves as a great value to strengthen the proposal we are working on to begin the review and update of the DA regulatory framework,” Pichardo stated.

For his part, Melvin Cintrón noted that this is the first time this type of procedure has been presented to a country, and indicated that approximately four million North American passengers travel to the Dominican Republic each year.

“It is important to see the Dominican government’s desire to raise traveler safety expectations; we want a safe hemisphere, and this type of engagement is key to achieving those goals,” Cintrón noted.

The FAA has 42,000 people working worldwide and is present in 35 countries and 22 territories.

In addition to Cintrón, FAA representatives included Giles Strickler, regional representative for Central America, Colombia, Venezuela, and the Dominican Republic; Chris Rucker and Lourdes Ecker, officers.

Participating virtually were John Dermody, FAA Director of Airport Safety and Standards; Michael Meyers, Airport Engineering Division; Alberto Rodríguez, foreign affairs specialist for the Office of Airport Safety and Standards; and Valeria Rodríguez, official for Central America, Colombia, Venezuela, and the Dominican Republic, among others.

Minister Paliza and DA Inspector Inspect Progress of El Granero del Sur Airport in San Juan

First Phase Expected to Be Completed by August

San Juan, Dominican Republic – The Minister of the Presidency, José Ignacio Paliza, alongside the Executive Director of the Airport Department (DA), Víctor Pichardo, conducted an inspection today to assess the progress of the construction of El Granero del Sur Domestic Airport in San Juan. The first phase of the project is set to be completed by August this year.

Accompanied by San Juan’s provincial governor, Ana María Castillo, and the mayor of San Juan de la Maguana, Lenin de la Rosa, the officials reviewed key areas under development. These include the runway, taxiway, terminal building, Air Force station, aircraft parking platform, and other essential infrastructure designed to boost the economic development of the province and the southwestern region.

“One of the most crucial projects for the revitalization of the southern region, especially this valley, is this airport. It will not only provide technical support for agricultural activities but also facilitate exports,” stated Minister Paliza.

He praised the work of the DA’s executive director in implementing the Economic and Social Development Plan for San Juan, promoted by President Luis Abinader, as well as other connectivity initiatives such as the National Network of Heliports (RNH) and the Pedernales International Airport.

Meanwhile, Pichardo reaffirmed that the construction is progressing according to schedule and that the first phase is expected to be completed by early August.

“We appreciate Minister Paliza’s presence on this site visit, which is part of our ongoing monitoring of the construction timeline. This airport will be a key driver for the agricultural sector and ecotourism in San Juan province,” said Pichardo.

    The details were offered in a meeting with APEDI, the Mayor’s Office of Santiago and the Board of Trustees of the Central Park, where the work was fully supported.

    Santiago. – The executive director of the Airport Department reported that everything is ready to begin construction of the Santiago Heliport in the next few days, a work described as a necessity for this city.

    Víctor Pichardo offered the details during a visit to the headquarters of the Association for the Development of Santiago (APEDI), as well as to the board of trustees of the Central Park, where the construction will take place.

    The official stressed that the greatest importance of this heliport lies in the fact that Santiago does not have a specialized structure like this one, to deal with emergency situations and carry out safe evacuations.

    Pichardo indicated that the work was already tendered and awarded, in accordance with what is established by Law 340-06 on Purchases and Contracts, respecting all the corresponding regulations.

    “Santiago cannot turn its back on connectivity and it is a project that is contemplated in the entire master plan for the Central Park, in addition to complementing the National Heliport Network in this area of ​​Cibao,” Pichardo said.

    At the meeting in which the mayor of Santiago, Ulises Rodríguez, participated, he stated that “this project only formalizes a space that is used for these landings, but without the security and formality required.”

    Meanwhile, the president of APEDI, Juan Mera, assured that this is a project to which they have given their full support, because it is vital in the face of the economic growth that the city is experiencing, but at the same time to address management in the face of possible catastrophes.

    “If Santiago does not prepare itself, including this solution that the heliport represents, we will not have the necessary facilities to face the level of investment, which is growing in this city,” said Mera.

    The heliport will have a modern terminal and three helipads, with a totally environmentally friendly design and integrated into the Central Park.

    Punta Caucedo. – In an emotional ceremony held at the Norge Botello Aeronautical Complex, the Dominican Institute of Civil Aviation, Idac, paid tribute to Franklin Polanco: pilot, communicator and one of the main promoters of the aeronautical development of the country.

    In an event headed by the general director of Idac, Héctor Porcella, the leadership of civil aviation celebrated the naming of the main hall of the Higher Academy of Aeronautical Sciences, Asca, with the name of the renowned Dominican professional.

    “Due to his status as a pilot, communicator and promoter of aeronautical development in the country, Franklin Polanco is part of the history of aviation, beyond our borders,” said Porcella, at the time of unveiling a plaque with his name in the Asca premises.

    “Thank you Franklin for your enormous contribution to the development of civil aviation in the Dominican Republic and for accompanying us in the efforts to successfully face and overcome these last four years,” stressed Porcella, when formalizing the tribute.

    The ceremony was attended by Polanco’s wife and children and by the main aviation authorities, including the commander general of the Dominican Republic Air Force, Major General Carlos Febrillet Rodríguez; the director general of the Specialized Airport Security Corps, General Floreal Suárez Martínez; the member of the Civil Aviation Board, Tony Yapor; the deputy director of IDAC, Miguel Mejía; and the director of Asca, Clara Fernández.

    Franklin Polanco, excited with his family, while the director general of IDAC, Héctor Porcella, unveiled his plaque.

    Polanco’s wife Patria and Franklin Polanco Jr., intervened in the ceremony, as well as Miss Sonia Villanueva to thank the recognition on behalf of the entire family represented by his five children and seven grand children.

    Franklin Polanco, who has been one of the main advisors of IDAC since the initial years of the institution, was for many years director of the Information Service of the United States Embassy. In recent years he has faced a health situation that has limited his public activities.
